This project was commissioned by the Microfinance Unit of the Central Bank in line with its program for the development of the Microfinance sector in Sudan. The project aims to prepare a study for the development of microfinance services in Eastern Sudan as the demand for such financial services in this region far outstrips the supply by commercial banks and other Microfinance Institutions (MFIs). The project also aims at enabling MFIs in the region to attract financing – be it international or local – as well as to increase their outreach to the poor who in Eastern Sudan. The study was commissioned by the South African Embassy in Sudan, in the context of diagnosing and enhancing trade between the Government of Sudan (GoS) and the Government of South Africa for the benefit of the two countries. UNICONS is proud to have won the bid for this project after having competed with international firms in the bidding process conducted by the sponsor, the Sudan Microfinance Development Facility. The project aims to establish a MSC with the objective of increasing outreach of banks and financial institutions to poor clients and enhance access to finance by low income populations. The secondary objective will be to fully utilize the 12% of portfolio lending which banks are recommended by the Central Bank to dedicate to the microfinance sector. Narrative description of Project: The ultimate objective of the assignment is the establishment of a detailed 5-year business and implementation plan for the restructuring of SSDB’s micro and SME lending operations. This will entail an assessment of the overall institutional setup and governance of SSDB (taking into consideration documents that have already been produced by Unicons). An assessment of the current micro and SME lending operations of SSDB will not only evaluate in detail the current portfolios held in those segments by the bank but will also assess the organizational setup by which those operations are managed.
